Definition/Context (“What”) The Project Premises Document reflects the business requirements and context captured in the Opportunity Charter and translates these into objectives and targets across the TECOP spectrum for the opportunity team. It typically captures the output of the Opportunity Framing including stakeholder engagement, Technology Maturation, risk management and assurance requirements. It is first issued at the early stages of the Identify phase combined with the mandate. It is updated and maintained “Evergreen" as the project (in event of a discovery) matures through the Assess and Select phases towards DG3. It justifies the commitment of resources (staff and budget) to the project. As a minimum the Identify phase PPD shall cover the following Project Standard Controls: 
Purpose/Intent (“Why”) The PPD ensures that the desired business outcomes are translated into opportunity targets and objectives and a path to delivery. It is used to communicate these targets within the opportunity team to ensure team members and other stakeholders are aligned on the value drivers.
