Core Process – Manage Capital Process

The purpose of the Project Management Framework (PMF) is to enable the safe delivery of credible, competitive and affordable capital projects. The PMF focuses on project outcomes and the mitigation of risks. The Users of the PMF are staff involved in development and execution of capital projects, including Project Managers (PM), Front End Development Managers (FEDM) and all practitioners dealing with cross Discipline integration. The PMF provides the framework for delivery of the project in collaboration with the Business, supporting the accountabilities of the Asset Manager (AM) and Business Opportunity Manager (BOM). The PMF is designed to empower opportunity and project teams to decide on how to achieve the desired outcomes within clearly defined boundaries. Note, italic text is explained in the Glossary.

PMF is mandated by the P&T Business Management System (BMS) Core process ‘Manage Capital Projects’ and is required regardless of headline size.  This standard is applicable for all Integrated Gas & Upstream (IGU) and Projects & Technology (P&T) executed Capital Projects. Other Businesses and project practitioners executing Capital Projects should consider the use of PMF as a recommended practice and consult as appropriate.
