Scope

Fit-for-purpose assurance must be applied as defined in the Opportunity Realisation Standards (ORS) and Discipline Controls & Assurance Framework (DCAF) Standard.

Opportunity Realisation Standards

The BOM defines and implements an appropriate mix of fit-for-purpose, risk based controls and self-assessment activities to ensure integration across all TECOP dimensions and quality of decisions. This ensures that significant risks are adequately addressed in compliance with relevant Group Standards. In addition to these controls the BOM selects appropriate assurance to support the key opportunity decisions and records these in the Opportunity Assurance Plan at the start of each phase. The Opportunity Assurance Plan is approved by the DE and, for opportunities with an anticipated headline size exceeding USD100mln (Shell share), endorsed by Opportunity Value Assurance (OVA) to confirm compliance and appropriate selection of assurance.

Depending on Risk and Headline Size, a Value Assurance Review is provided through Opportunity Value Assurance (OVA), resulting in an Opportunity Assurance Statement at the Decision Gate. For Opportunities without a VAR the Opportunity Assurance Statement is recommended to be used as a self-assessment.

Discipline Controls and Assurance Framework (DCAF)

There are 23 Control Points derived from the PMF as shown in the Project Mandatory Controls & Control Points that as a minimum provide the evidence of meeting the intent of the relevant PS 1 to 5 controls. Opportunity and projects teams can decide to evidence additional controls in other deliverables. However, these deliverables need to be included in the Project Control Assurance Plan (PCAP) as Control Points. Control Points in DCAF of which 23 are derived from the PMF are subject to quality assurance (by Technical Authorities) in accordance with the Discipline Controls and Assurance Framework Standard.

The role of Technical Authorities assigned to selected Control Points in the PCAP is to provide quality assurance, ensuring that the

  • intent of the respective controls is met;
  • risks to project outcomes are managed and
  • key project decisions captured in the Control Points have sufficient decision quality.

A good practice in evidencing controls in control points; is to catalogue the controls at the start of the document with a clear reference to the section where it is evidenced.

PMF Assurance controls

PS0 includes the assurance controls, which support the business and functions to deliver the desired Project Standard outcomes, whilst ensuring the operation of the control and assurance process.

The assurance controls focus on establishing the appropriate assurance and confirming the adequate delivery of the assurance outcome.
