Unclear definition of Commissioning and Start-up (CSU) milestones and roles and responsibilities of those involved can lead to the ineffective handover from construction to commissioning and Project to Asset due to under-resourcing, cost overruns and production delays and excessive Greenhouse Gas emissions. This control is needed to ensure clarity on CSU milestones definition and the roles and responsibilities of contractor, project team and future asset owner in order to make a safe and flawless transition from construction to full production. |
Activity |
Ensure that there is alignment on the definition of the CSU milestones and commissioning activities. The activities are based on the interdependencies and sequence to achieve Ready For Start-up (RFSU) conditions. |
Purpose |
To agree the roles and responsibilities of all parties in meeting the agreed criteria at the milestones. Required resources, costs and activities are captured in contract documents, budgets, schedule and plans for the Execute phase. The activities are based on the interdependencies and sequence to achieve RFSU and normal operations conditions. |
