Context |
Processes and systems need to be in place before start up, at the agreed time and to the agreed completeness and quality to enable staff to be trained and the asset to be started up, operated and maintained according to the Production Promise. The Local Management System (LMS) integrates the key business and management activity to maximise value of the Asset over it’s lifecycle. This control is needed to ensure that there is alignment on the required deliverables and their timings. The alignment should make clear what is needed from the project to allow the Asset organisation to develop LMS documentation, systems and tools required to commence training and execute commissioning, operations and maintenance of the facility. |
Activity |
Define the requirements for timely delivery of all aspects of the local management system to apply Shell Performance Framework including SEAM Standards to the right level of completeness and quality needed for training, commissioning, start-up and operation. Include the agreed requirements into contract documents, cost and schedule estimates for Execute. |
Purpose |
To ensure that the local management systems needed by the owner’s organisation to support the commissioning, start-up, handover and operation of the facility are ready in line with the overall project schedule. |
