Context |
At the start of the commissioning phase the operations organisation and the facility should be ready at the same time and meet predefined standards, supported by the required information and management systems. Projects have been delayed due to the operations organisation not having enough competent staff available to start activities specified in the project schedule. This control is needed to ensure that there is a clear understanding and agreement on what is required for a competent owner organisation available on time for commissioning, start-up and operation of the asset. |
Activity |
Define the operations organisation’s mobilisation, recruitment and competency development plans for Execute and include the requirements into the contract documents and cost and schedule estimates. |
Purpose |
To ensure that the owner’s organisation is ready to support the project during Execute to commission and start-up the asset and to take over the ownership at the agreed handover point. |
