Context

Project execution by contractors who are not capable of performing to an agreed standard, can lead to lower productivity and poor quality of work. Root causes can be that the sourcing package was misaligned with Execute requirements and project risks, ultimately leading to unsuitable contractor(s) being selected and poor contracts being placed.

Activity

Develop project sourcing packages that reflect the scope of work and scope related project risks and include appropriate multi-disciplinary input, as a minimum covering Engineering, Project Services, Construction, Quality, HSSE & SP, IM, CSU and Operations.

Purpose

To ensure that project requirements are understood by contractors and project risks are effectively reflected in the sourcing packages and in the final contract(s). This control is required in order to allocate risks and align interface management between the owner and contractor and/or leverage sub-contractors strengths.
