Context |
Freezing the scope at concept select gives the project a firm reference point to prepare for Define and Execute. Major changes in Define and Execute are common on Shell projects and are a key cause of poor project outcomes, particularly on cost and schedule and must be avoided. Decision Gate 3 (DG3) should not be passed until all (TECOP) concept decisions are closed and commercial agreements required at DG3 are in place. The commercial structure should be clear and sufficiently mature to support DG3. |
Activity |
Ensure that the key concept decisions, as depicted on the value/cost/risk trade-off staircase, are taken, documented and the outcomes are endorsed by the Decision Executive (DE) and Decision Review Board (DRB), including the Asset Manager and the Project Manager. Highlight areas for further investigation post concept select and show that these are independent of the overarching concept choice, identifying any remaining points of further optimisation post concept select. |
