Context

The scope selected during Select satisfied competitive and affordable targets. It is critical that functionality and scope over and above the agreed competitive scope do not creep into the design in Define and that Greenhouse Gas performance promise is maintained.

Project teams, and if applicable contractor teams, must make element and component level scope choices consistent with the selected concept that meet the agreed competitiveness and affordability targets transparently at Decision Gate 3 (DG3).

Activity

Maintain competitive scope by avoiding changes to the agreed scope and applying competitive scoping mind-set to the further development of the integrated design and taking due account of the elements influencing the Greenhouse Gas performance and Respecting Nature deliverables.

Management of change should be applied to the key decisions as taken pre-DG3 to ensure delivery of the design intent and avoid scope creep.

To avoid scope creep and deterioration in Greenhouse Gas performance promise as the design develops and becomes more detailed, the owners team should drive a “Competitive Scoping” mindset with the FEED Contractor – i.e. starting from a minimum and adding scope and functionality only when it is justified by value or risk benefits. This is to be driven through the normal engagement with, and design process of the FEED contractor.

Purpose

To avoid scope creep during subsequent design steps due to scope changes, introduction of additional functionality and/or overspecification of technical requirements in Front-End Engineering Design (FEED).

To maintain competitiveness of the project.
