Context |
Projects are seldom unique and frequently include elements that could be repeated from other projects. Exploiting Shell and industry developed standard solutions can improve project Capex and schedule, cost and schedule predictability and quality and safety performance. Furthermore, involving Contracting and Procurement (CP) early in opportunity delivery ensures that Shell’s supply chain solutions are included in the range of feasible concepts. C&P is best placed to give early market intelligence, global sourcing information and details about Shell’s negotiated service and purchasing agreements. The opportunity team can benefit by including known cost effective solutions into concepts in the Assess phase. |
Activity |
Select as default industry standard and standard solutions from relevant catalogues (Wells, Deepwater, LNG, Unconventionals, Upstream standard production solutions, Downstream, Brownfield). If the suite of standard and replicated solutions is not used, record the rationale and back it up with technical and economic justification. Engage Shell CP and, where appropriate, contractors and vendors in competitive concepts identification. Identify and assess the most competitive and doable supply chain solutions on a “design to cost” basis whilst being insightful and transparent on targets, costs, trade-offs and risks. Identify how project scope can be replicated and full benefit of the existing C&P contracts can be maximized. |
Purpose |
To embed a competitive mind-set and to engage with contractors and vendors to identify cost effective industry standard solutions rather than develop tailor-made solutions, thus ultimately decreasing cost, risk and reduce the schedule. |
