Context

Setting an opportunity’s competitive and affordable target early in the Assess phase creates expectations and focusses the team on its delivery. In setting the target, the opportunity team must understand the criteria and drivers that define what ‘competitive’ and ‘affordable’ means for the opportunity. A target for the Greenhouse Gas performance of the project should be set in addition to the cost target related to the economic performance.

Setting the targets early is key for creating a mind-set which is focused on success.

Activity

Carry out benchmarking and reverse economics to arrive at the competitive and affordable cost target for the opportunity. Identify the Greenhouse Gas performance needed for Shell and the JV partners to support the project, including available benchmarks, portfolio targets and legislation. Agree the target with the Decision Executive (DE) and Decision Review Board (DRB).

Purpose

To understand and align the team on what is affordable and competitive.
