Control: 1.S.4 HSSE & SP Risks for the Selected Concept are ALARP

Title	Description
Context	During the Select phase it must be demonstrated that the major risks associated with the selected concept are tolerable and ALARP. Failure to apply a hierarchy of controls can lead to additional engineered controls (cost) to manage risk to ALARP or, worse, result in the inability to manage risks to tolerable and ALARP incorporating Respecting Nature commitments considerations.
Activity	Demonstrate that for the selected concept the HSSE & SP risks can be managed to ALARP and define the scope and resources needed for the additional studies required to manage the risk to ALARP incorporating Respecting Nature commitments and Climate Adaptation considerations.
Purpose	Demonstrate that the selected concept is the low risk option or, if not, that the hazards and risks of the selected concept are understood and are managed to ALARP, in compliance with the HSSE & SP Control Framework.
